HEALTH CARE
HCAi (Department of Health Care Access and Information), formerly known as OSHPD, oversees the design and construction of healthcare facilities to ensure they are safe and functional, especially after seismic events.
Electrical Engineering Requirements
As of 2026, electrical projects under HCAI jurisdiction must adhere to the following standards:
Primary Code: Projects must conform to the 2022 California Electrical Code (CEC), which is based on the 2020 National Electrical Code (NEC) with specific California amendments. Note that the 2025 California Building Standards Code was published July 1, 2025, and became effective January 1, 2026.
Essential Electrical Systems (EES): Rigorous requirements for emergency power, backup systems, and life-safety loads are enforced to maintain facility operation during utility outages.
Selective Coordination (PIN 70): HCAI strictly enforces overcurrent protective device (OCPD) coordination to localize outages and prevent widespread power loss.
Load Verification (PIN 38): Electrical Engineers of Record (EEOR) must provide detailed verification of existing system capacity before adding new loads.
Seismic Compliance: Electrical equipment and its supports must meet specific seismic certification and anchorage requirements.
Engineer of Record (EEOR) Responsibilities
Project Submittal: All applications must be submitted through the HCAI eServices Portal.
Testing & Inspection: The EEOR is responsible for preparing the Testing, Inspection, and Observation (TIO) program for the project's electrical scope.
Selective Coordination Studies: Engineers must provide preliminary studies during plan review and final studies as a deferred approval.

KAISER MORSE HOSPITAL EMERGENCY DEPARTMENT EXPANSION
Principal Electrical Engineer responsible for design and preparation of electrical construction documents for this 23-bed modular building expansion to the existing Emergency Department. This project included power, lighting, nurse call, signal systems, and photometric lighting calculations.
KAISER SACRAMENTO AREA NETWORK SYSTEM UPGRADES
Electrical Engineer for 16 telecommunication upgrade projects at multiple medical center campuses as part of an on-call contract with Kaiser Permanente. Responsible for managing the HCAi plan review process from project initiation to closeout, including submittal of TIO program forms, Verified Compliance Reports, and Final Cost Letters.
KAISER SACRAMENTO MEDICAL CENTER COVID-19 SURGE SPACE POWER AND DATA INFRASTRUCTURE
Electrical Engineer for this project that was originally started under emergency authorization to provide temporary power and data infrastructure for patient treatment tents during the COVID-19 pandemic. The project was then expanded to include permanent telecommunications raceways and data outlets to support monitoring and ventilators on two floors of the existing hospital. Initiated the HCAi project application and has managed the plan review process over a period of two years, including submittal of Amended Construction Documents for Owner-requested changes to the scope. The project requires frequent communication with the HCAi compliance officer to assist in expediting project approval.
NAPA STATE HOSPITAL FIRE ALARM SYSTEM REPLACEMENT
Electrical Designer for this multi-building fire alarm replacement project on the Napa State Hospital campus. Created the layout of fire alarm devices based on code requirements, and developed the fire alarm riser diagram.
KAISER SOUTH SACRAMENTO UTILITY BUILDING SECURITY OPERATIONS CENTER REMODEL
Principal Electrical Engineer responsible for construction documents and construction administration of this project to remodel the existing Security Operations Center on the second floor of the building and the installation of a new elevator, including revisions of the electrical, lighting, voice/data, and security systems.
PARADISE VALLEY ESTATES SNF NURSE CALL SYSTEM
Electrical Engineer for a new nurse call system in 40,000 square feet of the existing building. The project scope includes design of electrical power to the new system and layout of nurse call device locations within the facility.
UC DAVIS HEALTH CANCER CENTER FIRE ALARM AS-BUILT SURVEY
Electrical Engineer responsible for preparing the record drawings for the fire alarm system for the existing Cancer Center buildings. Set up the drawings based on available as-built information from the PDF set sent by the Owner, and created the layout of the existing fire alarm devices.
